Dr M: “So we don’t have any idea about the fiscal implications, and what we’re going to do is set up a plan to support a community-based system, where we haven’t gotten any data that this is what this community wants. We haven’t studied it, we haven’t done the research, and we haven’t had our partners at the table with us to make this evaluation, but this is what we’re going to do. Is that what you’re saying? With no fiscal implications?”
