
The City of Durham is considering charging drivers to park during business hours on Ninth Street, where you can now stash your car for three hours for free. Longtime merchants on the block, including The Regulator Bookshop, are concerned that this will deter people from shopping in the district, which is undergoing massive changes with the addition of a Harris Teeter store and other retail outlets that limit access to their own parking lots.
