The N.C. Supreme Court will hear arguments that the legislature violated the state constitution when it approved the controversial lottery in 2005. According to The N&O, a group of taxpayers are suing the state, which contends lawmakers followed proper procedure in passing the lottery bill.
It could be months before the court decides; if it rules against the state, the legislature would need to revote o the lottery in order to make it law. That could be a tough sell, considering the lottery has underperformed. And, even though it’s known as the N.C. “Education” lottery, an Indy editorial noted last year, it generated only 1.2 percent of K-12 revenue in 2006.
